統一充電器的好處不僅是方便也利于環保
對(dui)于常(chang)常(chang)外出的人,每次(ci)出行都(dou)會發現行李(li)中很大一(yi)部分重量是充電器,比如電腦、照相機、手機、剃須刀、MP3等,還會常(chang)常(chang)因為忘(wang)了帶(dai)某一(yi)個充電器而(er)備(bei)受折磨。可以想象,如果統一(yi)了充電器,機場、飯店和(he)其他公(gong)共場所都(dou)可以隨意(yi)充電,可以省去多少(shao)麻(ma)煩。
當(dang)然,統(tong)一(yi)充電器的好處(chu)不(bu)僅是(shi)方便。
隨著手機等電子產品的普及,其造成的電子垃圾問題也越來越引起人們關注。充電器往(wang)往(wang)是(shi)作(zuo)為產(chan)品的附(fu)件一同(tong)出(chu)售。人們不(bu)斷更新這些(xie)電子產(chan)品,積累的舊充(chong)電器數(shu)量(liang)巨大卻又毫無用(yong)處。制造和運輸(shu)這些(xie)充(chong)電器的過程不(bu)僅增加了成本也(ye)耗費了資(zi)源,同(tong)時污(wu)染了環境。
關(guan)于充(chong)電器不統一造成的能耗和污染,環保人士和專家多(duo)有提議。

統(tong)一(yi)充(chong)電器的呼聲早已有(you)之(zhi),那(nei)么,為何遲(chi)遲(chi)不能統(tong)一(yi)?
2009年6月,歐(ou)洲(zhou)委員會(hui)表示,全球主要的手機生產商都同意(yi)統一(yi)歐(ou)洲(zhou)手機充(chong)(chong)電(dian)器,從2010年開(kai)始,歐(ou)洲(zhou)的充(chong)(chong)電(dian)器將統一(yi)標準。歐(ou)盟(meng)作出了表率(lv),但其具體實施結果還有待(dai)觀察(cha)。
今年初(chu),在西(xi)班牙舉行的(de)2009年世(shi)界移動通(tong)信博覽會(hui)上(shang),GSM協會(hui)與17家移動運營商和(he)制造(zao)商共(gong)同(tong)宣布(bu),計劃將(jiang)(jiang)Micro-USB采用為通(tong)用充電接(jie)口。按(an)照協定目標,自(zi)2012年1月1日起,所有(you)上(shang)市的(de)新(xin)手(shou)機款(kuan)式,都(dou)將(jiang)(jiang)支持(chi)通(tong)用的(de)充電連(lian)接(jie)器,而且新(xin)充電器將(jiang)(jiang)節(jie)能50%。
我(wo)們現在(zai)還(huan)無法預測,三年后這(zhe)項標(biao)準實行情(qing)況如何(he),究竟會有多少廠家參與,新(xin)的(de)充(chong)電器售價如何(he),數量巨大的(de)舊充(chong)電器如何(he)處理。此外,即使手機充(chong)電器真的(de)實現統一(yi),其他(ta)電子產品(pin)充(chong)電器的(de)統一(yi)何(he)時才能(neng)實現?道路似(si)乎(hu)還(huan)非(fei)常漫長。
廈門大學中國能源經濟研究中心最近的一項研究,討論了統一充電器的(de)(de)困難(nan)(nan)。首先是既得利(li)(li)益問(wen)題。據稱,諾基亞與手機相關的(de)(de)銷(xiao)(xiao)售(shou)(shou)和(he)服務(wu)利(li)(li)潤率近三年來(lai)維持在(zai)19%~20%。單看充電器銷(xiao)(xiao)售(shou)(shou)一(yi)項的(de)(de)利(li)(li)潤,可(ke)以發現(xian),手機制造商(shang)的(de)(de)大部分(fen)利(li)(li)潤來(lai)源于(yu)這(zhe)樣的(de)(de)配件銷(xiao)(xiao)售(shou)(shou)和(he)維修(xiu)服務(wu)。難(nan)(nan)以統一(yi)的(de)(de)首要原因(yin)就在(zai)于(yu),制造商(shang)在(zai)充電器上已(yi)經形(xing)成了龐大的(de)(de)既有利(li)(li)益。
其次(ci)來自(zi)于技(ji)術原(yuan)因。不(bu)同(tong)(tong)的制造商在電(dian)池(chi)及充電(dian)器上(shang)的技(ji)術投(tou)入不(bu)同(tong)(tong)。如果統一(yi),投(tou)入和收(shou)益如何劃分?手機(包括電(dian)池(chi))本身不(bu)斷(duan)進步,例如更(geng)加輕薄,已經統一(yi)的充電(dian)器是否可以適應手機和電(dian)池(chi)的變(bian)化?
第三個原因來自于事故責(ze)任的(de)(de)劃分。現有的(de)(de)手機免責(ze)條(tiao)款上一(yi)般會有這樣的(de)(de)提醒:如果使用非本品(pin)牌原裝充(chong)電器,則由于充(chong)電時造(zao)成的(de)(de)諸如漏電、爆炸等(deng)(deng)損失(shi),制(zhi)造(zao)商概不(bu)負責(ze)。充(chong)電器統一(yi)以后,即使有完備(bei)的(de)(de)安全等(deng)(deng)標準,但一(yi)旦出了問題,誰來負責(ze)?
